It would be inappropriate to force you over the bed and take down your pants and slide my belt off and spank you without getting your clear verbal consent.

But if I say “would you like a spanking” and you’re out of your pants and across the bed before I get my belt off then verbal consent is still a good idea… even if it’s not strictly necessary.
